Mullein was once credited with magical virtues as well as medicinal actions. It's a valuable herb for congestion/cough and has been used previously for specific treatment for tracheitis and bronchitis. Generally the leaves and flowers are steeped in water to help reduce mucus formation and to help stimulate coughing up phlegm. Mullein is an expectorant and combines with other herbs like Thyme and Coltsfoot to help break up chest congestion. 
Mullein can be applied externally as it's an emollient and is commonly used as wound healer. In Germany, Mullein has been used as a remedy for ear infections and hemorrhoids by steeping flowers in olive oil.
